Eagle is the highest ranking a scout can achieve.

“It’s an accomplishment, comparable to producing an honor student,” said Mike Horsey, scoutmaster. “Very seldom it happens, but when it does, people take notice.”

And even rarer is the rate that Black males achieve this rank, according to Lonce Scott, a local scout official. He said of the million plus boy scouts across the nation, only four percent of all nationalities make Eagle Scout.
